This can be done on Chapter 4 as the Werewolf. I found the easiest way to do this was knock out three members of the public, laid them down side by side, switch to Werewolf form and kill them as fast as possible. Obviously this a major crime so I suggest saving before doing this method.

This solution also works just as well on actual enemies if you play the game in stealth mode. You can sneak up and club cultists to knock them out, pile them up nearby one another until you have 5~6, transform, and then go to town.
I used an upgraded war club from my Protector run (you can get all your gear and items from your previous incarnations by recruiting them to your posse, talking to them, and selecting "show me your equipment").

As the Werewolf you can activate Wolf form by double tapping 
. There are plenty of opportunities to get this but it's easiest without posse members. A very easy place to get this would be right at the end of the journey as you collect the 3 orbs in the temple. In one room you'll have to stand on a pressure plate to lift an orb through the grate in the floor and as you do two large groups of undead will appear on either side of the room. They're pretty weak and packed closely together. You should have no problem taking down a handful of them within 5 seconds using basic melee attacks.

I did this by knocking 5 people out in the quail run silver mine(beginning of werewolf story)then pile there bodys together and turn into a werewolf and kill them
