Achievement is missable - you must have spared the souls of the Pigmen at the end of Chapter 2
Update: Since there have been some issues with this achievement and people not finding the snow globes, I'm going to suggest the easiest and guaranteed way to get them based on how I got it. There are some that have gotten then achievement by going to Joe's hut during chapter 5, but I don't know if they visited the location previously or not.
Solution:
Snow globes can be found in Pigman Joe’s hut during chapters 3, 4, and 5. I collected one each chapter, then placed on my horse so I didn’t lose place of them or sell them (be careful, you can sell them to the general store by accident)
Once you are in chapter 5, make sure you have the first two in your inventory and head to Joe’s hut to find the last one. With all three in hand, the achievement is yours.

I'm starting to think that the best way to do this is to wait all the way til chapter 5 and grab all three at once. I am struggling to keep this globe in my inventory ever since I picked up the first one in chapter 3. I haven't even changed chapters yet, and all I've done is kept it on my horse, and it keeps disappearing. When it happened the first time, I became extremely paranoid about checking my horse after every action, and at one point, when it disappeared, even loading the previous save didn't work. It was gone from that save too even though I know I had it in that save at the time. So I went back to the save before that, and it was even gone from that one too. And the one before that. The game just yanked it out of existence, even in older saves where I know it was there.
I tried going back to Pigman Joe's place to see if it had warped back there somehow, but it wasn't there either. I thought for sure it was gone forever, but going back about 5 or 6 saves it finally showed up again, though I lost hours of progress. One thing I think might have caused it is interacting with Pigman Joe in Grackle at some point because it seemed to have happened right after that. But I don't know why it would make the globe disappear from even multiple sequential saves prior to that.
So now I'm even more paranoid with the globe back, because now I'm going to have to babysit this thing and then the next globe, all the way until chapter 5. I wish I could somehow just put it back, because more people seemed to have had success by just waiting til the very end and picking up all three globes at once.

I just went back there on a chapter 5 save and picked up all 3 at once.

As of August 12, 2023, the achievement is still partially bugged and highly missable.
You need to free the souls at the end of chapter 2 and keep Pigman Joe alive until chapter 5 to have a chance to unlock the achievement.
Snowglobes appear in Joe's hideout one at a time during chapters 3, 4, and 5.
In chapter 3, there's a random encounter where Joe is involved in a duel with another Pigman. I recommend helping Joe, as he could die here.
Now, regarding the partially bugged aspect, after conducting several tests, I can confirm that if you place the snowglobes into your saddlebags or the bank, the snowglobes disappear upon loading a saved game (both hard save and quick save).
The snowglobes are no longer tagged as junk. You can obtain and retain them in your inventory without the fear of accidentally selling them.
Alternatively, you could simply wait until chapter 5 to acquire all three snowglobes at once.
