This will be your third option in your select menu, right bumper.
You'll find golden cards throughout the various locations you'll visit, but the easiest to access early game would be either in the underground corridors when you've tracked down the group that *spoilers* your *spoilers* very early on; the trap door is in the back room of the building in the far back middle.
Or (easier IMO):
After completing the above mission and Grunkle is officially opened for business, you can steal a golden card in the room above the sheriff's office.
Then just go to the menu mentioned above and choose an upgrade for your character, any will do. I chose health, but any will work.
