After you dig up your weapon and gear, head to the town marked on your map. On the right side of the town there will be a 2 story building (saloon I believe) that you can take the stairs to the top of. At the top near the front of the building there will be a purple glowing item. Pick this up.
In your inventory tab over to Abilities (second tab, everything is purple) and choose on eof the abilities that is available. Hold A and achievement will pop. (Some will cost 1 Relic, others will cost 2)
I came across a second one in the next area when you learn to shoot a lantern, then a third in the area after that in a wagon outside a fort. So, if you see an Ability you think you'd want and it costs 2, just hold off until you get the second one. Achievement will come relatively soon either way.

There's a second one in the basement of the white building next to/ behind the sheriffs office in that first town in chest.

Neither of the two purple gems mentioned appear in my game, so perhaps it was patched out or it is random?
