This achievement is for preparing the military to fight the Indians.
Go talk to Lt. Fort at Fort Motors to the East of Clintville Station and she will give you two missions. One mission is to deliver Buffalo from Rancher Bob and the other is to deliver hats from the Haberdasher in Santa Anna.
Go to Rancher Bob and talk to him to start the mission to deliver his Buffalo. After you arrive at the Fort and talk to Rancher Bob, go to Lt. Fort and talk to her again.
Now, go to Santa Anna and talk to Miss Hatt in the Haberdasher and find her three hands to help run the store. Once complete, talk to Miss Hatt again and tell her that Lt. Fort needs hats. She will tell you to go to the Buffalo Express to start the delivery. Do so, and when you arrive at the Fort this time, talk to Lt. Fort again and unlock the achievement.
