This is the second mission in the Rancher quest line. Rancher Bob will ask you to talk the other ranchers into joining with him to make a franchise.
Rancher Cobb and Rancher Richard who are both located South of Clintville will simply join up when you ask them.
Rancher Bell, located to the North of the Old Miner inside the town of Clintville, will be slightly more challenging as he only speaks in Old West slang. Once you ask him to join, he will ask you three questions. Your answers should be as follows. First, answer that it IS "according to Hoyle," second, say that it IS NOT "on the shoot," finally chose the response about the water.
