How to unlock the Ending the Drought achievement in Westerado: Double Barreled - Definitive Guide

For this achievement you don't actually need to "play as the sister". You just need to complete your sister's quest. I personally got this while playing as the Indian.
To unlock your sister's quest you will have to complete the train questline which will obtain:
The Kadekedeng Kadekedeng, OEH OEH! achievement in Westerado: Double Barreled worth 66 pointsGet the trains running again.
Once the trains are up and running again your sister will show up outside the Clintville Station. Talk to her to unlock her as a playable character and she will tell you to meet her back at your old burned down ranch. After talking to her at home she will travel to Fort Motors. Meet her there and talk to her again and this time she will head to the Graveyard (north of Clintville). Talk to her again to get her to move to the next location which will be in the desert one screen to the right of Santa Anna Station. After this go and meet her at Lake Santa Anna. After this her location will be back in Santa Anna. On your way there your achievement will pop and the waters will be flowing through the town again.
Here is the location when she's at Santa Anna Lake. Far north west.
