In the south part of Clintville there's a Store. It's in the same screen as the train station, just northwest of the station. Enter the store and buy any piece of clothing (can be just a bandana, doesn't need to be a whole outfit) to unlock the achievement. The cheapest item is $10 so as long as you have any money you can buy it.
