There are eight pieces of the altar for the Golden Buffalo. The quest is to find them around the map and return them to the altar.
Three are located with the Bonafide Bandit stone statues in the mines. Three more are on screens with physical barriers in them, requiring you to approach them from a specific adjacent screen. One is surrounded by bandits, and the last one is easily approachable. Go to each one and interact with
when prompted. After collecting all eight, go to the Indian, Iiniwa, at the Golden Buffalo Altar located one screen West of the Indian Camp.

This is an excellent solution. 
It's too bad that the buffalo will almost instantly catch a stray bullet.

Yeah, he doesn't stick around long. If you are trying to get a bunch of money, just run in circles on the screen where you first get him.
