You get this from shooting the sheriff of Clintville.
I couldn't get this to pop from straight up just shooting the sheriff, I had to cock my gun at him in conversation and then shoot him to get it to pop. You can do this on a new game by drawing your gun on him just as he refuses to help you find the murderer.
If you don't want to live with the consequences, you can quit the game to main menu before leaving the screen and the progress won't save.

You can also earn this by shooting him off his horse as he is assisting you with a job.
