This achievement is cumulative over playthroughs (credit to Calex dEUS and napoearth)
There are three jobs where you can ask the sheriff for help.
The bank job
- Ask the banker in Clintville for a job
- Talk to the buffalo express in Santa Anna (straight west of Clintville) about the job
- Ask the sheriff for help
- Do the job at the buffalo express
The hat job
- Talk to Lt. Fort at the military fort (southeast of Clintville)
- Go to the Haberdashery and get them employees, then ask about the job
- Ask the sheriff for help
- Do the job at the buffalo express
The buffalo drive job
- Ask the Oil tycoon about a job (northeast of Clintville)
- If he doesn't take you seriously, pull your gun at him
- The oil tycoon will spill the beans about wanting to drive off rancher Bob
- Ask the sheriff for help with Rancher bob's buffalo drive
- Do the job at rancher Bob's
If you complete all jobs successfully in a playthrough you'll also unlock
The Former Glory achievement in Westerado: Double Barreled worth 117 pointsHelp the Sheriff'regain his courage.
and if you talk to Tress afterwards at the sheriff's office you'll also get
The Sheriff Waifu achievement in Westerado: Double Barreled worth 79 pointsHelp the Sheriff win back Tressabell.

I can confirm this is cumulative. I had him help me twice on a save I had deleted. I started a brand new save and got it as soon as he agreed to help with the banker job.
