This comes up at the start of the indian quest line at the outpost northwest of clintville, so from clintville east once , north and east again.
You have to visit the ranch of bob, cobbs and richards shoot open the gates and chase the buffalo out , however I'd already massacred some of them earlier in the game
Good news is the achievement unlocked after freeing the remaining ones
