How to unlock the Tycoonville achievement in Westerado: Double Barreled - Definitive Guide
While it seems obvious, doing all of the missions required by the Oil Tycoon is not enough. Here is what I did and in the order I did it. This is based on doing no quests prior to talking to the Tycoon.
First, talk to the Oil Tycoon and you will need to pull your gun to get him to give you a job. You will be told to take out Rancher Bob by going to recruit the Beefhead Bulls to help stop his buffalo drive. Go down to their location to the South at the bridge, not the tunnels. Start the mission and kill the buffalo. Afterwards the Beefhead's will need to know where Bob's ranch is so tell them you know where it is and lead them there to kill Bob.
Next go back to the Oil Tycoon and talk to him again. He will tell you he needs a map that the banker has. Go to the banker in Clintville and he will say he needs you to do a job for him. Go to Santa Anna and complete the transport mission. The banker will now give you the map. Take it to the Oil Tycoon.
Now the Oil Tycoon wants you to get rid of the rest of the ranchers (Cobb, Richard, and Bell). You can buy them out if you have the money, but the easiest way is to just go kill them. Bell, in Clintville, is a bit tricky as you want the fewest witnesses while you kill him. otherwise the entire town will be hostile to you. Return to the Tycoon to end the mission.
Here is where I went to talk to the Oilrig Manager at all of the locations. These are, Rancher Bob's, Rancher Cobb's, Rancher Bell's, Rancher Richard's and the abandoned town Northeast of Santa Anna.
The final mission is to go and kill the Indians in the Indian Camp where the Chief's brother is located, not to be confused with the Indian Outpost where the Chief is. Return to the Oil Tycoon to complete the mission. This is the final mission, but the achievement did not unlock for me here. I went back to the Indian camp to talk to the Oilrig Manager one more time unlocking
Finally I went to Clintville and as soon as I got there, the achievement unlocked.
TLDR - Not only do you have to do all of the Oil Tycoon quests, you have to travel to Clintville afterwards as well.
NOTE: I don't think it is actually necessary to talk to the Oilrig Manager, but I did it at this time because it made the most sense.
Edit: qManballin mentioned in the comments that he did have to complete the Both Feet on the Gas Achievement to unlock this.

Regarding the necessity of talking to the Oilrig Manager, I believe it is required. I had spoken with her at 5/6 locations and arrived at Clintville with no success. After speaking to her for the 6th time (at the Indian Camp in my situation), the achievement for talking to her popped. Traveled to Clintville and this achievement popped.

Interesting. I didn't realize it was part of the requirement. I just did it at this time anyway.
