At the end of chapter 2, you'll go to sleep outside with Everett. Once he tells you to go to sleep, walk over to him and interact with him again. He'll get more and more irritated by you continually talking, and after about 10-15 times of pressing , he'll give you the achievement as a way to get you to shut up and leave him alone.
