Here was my configuration when I unlocked it:
Frame: Ancient Frame
Back & Front Wheels: Quick Wheel
Saddle: Horse Saddle
Fork: Fork Fork
Bars: Leisure Bars
Train: Thick Train
Once all of these were equipped, I exited out of the pause menu and back into the open world and then it unlocked.
Note that for these build bike with max stat achievements, the bar doesn't need to be completely filled. I unlocked some with the bar almost at the edge. As long as it's a very high value, you should be good to go.
