You don't need to destroy his vehicle, you just need to stay in touch while he tries to escape. If you do that eventually he'll board a boat and you just run off a ramp and enter a cutscene to finish the game.
Just stay focused on where he goes, there are a few corners you can cut to stay in touch. Use car jack when you can to keep your car fresh as you willl get shot at a lot by his allies. Towards the end you'll come to a view road blocks, I grabbed a big truck to help plough through them, achievement pops after the end credits

I agree, just stay on him, I tried to shoot his tires to slow him down, no luck, and like you I got lot of pounding from his crew, had to change cars many times.
In the last stage, I took the motorbike - was quite easy to get through the road blocks, there were always at least 1,5 width of motorcycle to get pass them at high speed. :)
