Pretty simple achievement. Steal yourself a motorbike then go to the map and start a Fugitive side mission. You have to get to the end still on the same bike you started on to unlock the achievement, it doesn't unlock if you switch bikes anywhere during the run. The bikes are fast and you can outrun most of enemies, just try not to crash too much :-)

One of the fugitive missions is called "Escape From Drassanes." Before starting, get on a motorcycle then start the mission from the map screen.
On a motorcycle, this mission can be finished in about 60 - 90 seconds if you don't waste time fighting enemies; just hold the gas down and head for the green marker. When your focus meter is built up, hold down the A button to give yourself a bit of a speed boost.
Remember that to get the achievement, you have to finish the mission with the same motorcycle you started it with.

You have to start and finish on the same motorcycle, you cannot change motorcycles by Airjacking.
TIP: I found the easiest fugitive side mission to do this on is called Escape from Drassanes, its the one you need to complete in under 0:50.97 to S rank it. Its by far the shortest one that I've done so far.
