I'm surprised there was no solution for this yet.
What you need to do is destroy 1 vehicle in a given time. It's like 1 minute for an S rank.
To destroy a vehicle, chase it, drive along side of it, take the right stick and tap it in the direction of the vehicle you are instructed to get and slam into it. It's best to slam it into a stationary object like a building/wall/column. Depending on the vehicle you are using it might take several hits.
I initially had a hard time with this until I figured out which car to use. No matter what you are chasing, use the big van, ambulance or police van. Not the small one, the big van. If you are an American, I'd call it a UPS van. You'll have to drive around and find one. I found the best place for me was in the docks area, but they could be anywhere.
The game cheats both for you and against you. You should never be able to catch many of these vehicles with this van, but the game will let you. In some cases you will need to redo these a few times to get to know the route.
When you catch the vehicle in question, slam it into a wall or building. In many cases you will destroy it in 1 shot. I got most of these in 30 seconds or less. It was only a case of catching it, being on the right side to slam the vehicle into a wall. Many times I was just hitting the vehicle with the front quarter panel of my van and was able to destroy the vehicle.

This is one of the harder vehicles to destroy so that's why it took almost a minute.
