This is done on Magic Mode, once you beat the normal game.
Magic Mode is a sort of New Game+, where you start with all of your magic abilities and an infinite magic bar. Your attacks and armor default to the basic level, and you have 5 hearts.
The Morganna fight is the same as the final boss battle, but lacking one or two attacks. She uses the green tornados, the fireballs, and the slow moving projectile that tracks you and grows.
With infinite magic, you can block everything she shoots at you without fear of running out. I mainly used blocking and the Frost Arrow.

This can be easily accomplished in new game+ on MAGIC mode which opens after beating the game on NORMAL mode. In MAGIC mode you start the game with all your abilities and have unlimited mana. Just block and use your L1 Frost Arrows to beat her.
