There are a total of 6 baths to unlock and develop. By end of the main story, and into chapter 5 optional kemono, I had 5 of 6 ready to be developed.
The one I had missing was tsukumo bath. This requires a minimum of 100 tsukumo collected. You can use any mix of the map areas, you do not have to complete any area.
You then have to max 2 forms of the tsukumo. This is the part that tripped me up because I had attack and defense form maxed, but the pop-up did not show up saying I could develop this bath. What fixed it for me was maxing out threader form, and then attack form. I then added a few more cogs into defense and then I was able to develop it.

Once you defeat the Lavaback and Earthbreaker you can develop the Restorative Bath in Minato. You will need to use different items that you obtain from Kemono to upgrade the baths.
The baths are useful as they permanently increase your health.
