A woman in a hut behind the Blacksmith in Minato will eventually be unlocked. You need to defeat the Amaterasu for her to show up.
Speak to her every time you go to Minato, and by spending come currency you will be able to start building extensions and restore buildings.
I am not sure the amount of time needed to complete one of these restorations, but complete a couple of quests and she will be ready for the next restoration.
