Once you get to Minato you can be introduced to Nobumitsu, he hangs out at the wharf fast travel point. Here you can check available jobs witch is basically a list of bounties. You can only have five active at a time and the list will not change until you get 30 seals. The amount of seals a bounty gives is shown under the description as available seals.

Early bounties are easy with few restrictions, so pick ones that are easy for you and give more seals. A message will appear once you complete a bounty so head back to Minato to turn it in and get a new one. Once you get 30 seals any tasks still left disappear and you are given a different list. Complete three lists worth of tasks and you're done. If you keep up throughout the game this should easily be done before you complete main story.
