Throughout the game, you will see guards that have a slight twinkle showing on their belt. This means they are holding one of these lockets, so you’ll need to sneak up to (or kill them) and pickpocket them.
By the looks of steam discussions, there are 49 in the game. You won’t be able to get them all in one playthrough as not enough spawn on the guards. I got this on the first one I pickpocketed on New Game+, so it should come fairly early if you’re getting them all in your first playthrough.
