How to unlock the Baggage Claim achievement in Windbound - Definitive Guide
Start a new game. Do NOT craft any bags, containers, or FIRES. Fires count as a container and it's why this is getting reported as buggy I think. Also if on survival you craft a container, bag or fire die and then try for the achievement it will not work which is why you need to start a NEW game.

This worked for me after deleting all save data and starting fresh. I don't think fires matter as long as you don't craft bags/containers on a new save file.

OK, I DID have to delete my save file for this to work, but I did NOT have to play on survival, I played on the lowest difficulty (Adventurer).
I DID make fires on the land, but NOT on the boat... I upgraded an existing fire you find on some beaches & built AND upgraded the fire to the drying rack because I needed leather.
After deleting my save data I played level 1 & 2 a couple of time, saving & starting a new game to get a couple of Blessings... as long as you dont violate whatever achievement youre trying to get, you can build up Blessing like this for the achievement.
There is however another possibility... Glitching... You can just sail to the exit from the start of the chapter & wall jump up the wall to exit. After watching the Any% speedrun for this (which uses a wall jump glitch with an increased framerate) I was able to pull it off on console, but it will require above average mashing skills, specific angles, & a bit of luck.
