You can unlock arcana by going to the shop in town. I suggest buying the cheapest out of the three options if you're only going for the achievement. They should cost between 6-15 gems.
Do note that buying them with coins in the trials are only temporarily and you will not unlock them. You have to buy the arcana in town otherwise you will not progress for this achievement!

Are these arcana and relics permanent once purchased? These are considered passive upgrades, right?

It's been a while but if you purchase them in town they are permanent. Buying them doing the trials are temporary and are not for progress! :)
