You can farm this very early in the game too such as Chapter 1 or 2. In Chapter 1 you can farm it on the ronin near the flames by himself at the first Battle flag you find in the game. Or spots like this such as the video in chapter 2 you can do it from above, save at Battle Flag to have them respawn and repeat Fatal Strikes.

Fatal Strikes are attacks done when an enemy is staggered. To stagger an enemy, you must deal a large enough combination of regular and spirit damage to completely demoralize them. They will stand still with a red mark on their body if you are in range, and so long as you hit 
to use a spirit attack before they recover their morale, you will unleash a deadly attack on the enemy. This is yet another key to success, especially in boss battles. Most of the time, one or two critical blow deflections as outlined in Sharp Reflexes (15G) will result in an opportunity for a fatal blow.
