I made a video a while back and just getting around to posting.
Just follow the route I take and the achievement is easily yours without ever firing a bullet.
Wait a bit until the commander on the second floor passes the stairs you are on before you proceed to the top, then stealth kill him. Other than that the video is pretty straight forward.
