Fairly easy, I did this during the first level. You can make things easier by leaning over/around cover to line the shots up easier. You can do these headshots across mutiple weapons.

The second tactical perk is Quick Draw. This perk helps increase BJ’s speed in swapping between different weapons.
In order to unlock this perk, you must perform the following requirement at anytime during the Campaign:
- Perform 40 headshot kills using any type of weapon
TIP: The requirement for this perk is very self-explanatory. Simply aim for the heads of your enemies! The marksmen rifle and handgun are definitely suggested while working on this though, because the assault rifle has too much kick when fired and the shotgun isn't a good weapon of choice for headshots.

Tactical perk 2 is Quick draw and is unlocked by performing 40 headshots while aiming down sights.
This is one of the trophy/perks you will unlock by just playing through the game normally but it's best to get it out of the way early. I suggest you "double up" on perks by using your handgun and assault rifle to get these headshots, because another early perk require you use these two weapons so why not kill two birds with one stone?
