Unlike most games, where you actually have to be holding the X amount of money for the achievement, this achievement is not like that.
Basically try getting all the gold during missions and in Midtown West and East, and Downtown.
You can spend all the money you want, as the total of how much you had before you spent it is accumulative.
So if I had 9,000, and I am left with 1,325, the game knows my current collection of money is still $9,000.

Earning 200/200G in the XBLA game "Wolfenstein 3D" automatically rewards you with $1000 at the beginning of the game.

Actually you don't have to beat the XBLA Wolfenstein 3D to get the extra $1,000. You don't even need to get any of the achievements. (but you will get one for finishing the first level) Simply completing the first level earns you the bonus $1,000.

As you progress through the game you will get money for killing enemies and collecting the collectibles. The easiest way to rack up the money would be to get every collectible in the game, I think in total you can collect up to $40,000-$50,000.
You DON’T have to have the $30,000 on you at one time. You can buy weapon ammo/upgrades and still get this trophy.
