The ability is available from the start of the game and after you have obtain three tokens you can unlock the ability / perk in the 'muscle' skilltree of your character.
Dual-wielding is only available for the 'Pistole' and the 'Machinepistole'.

to use dual-wielding in any situation. Just kill 100 enemies while dual-wielding and the achievement unlocks.

To dual-wield, you first must purchase the ‘Dual-Wielder’ perk in the Muscle tree for 3 ability points. Once it’s acquired, press 
twice in quick succession to double wield either your Pistoles or Maschinenpistoles (you can select either one by holding 
and choosing either weapon). Then proceed to kill 100 enemies to unlock this. The first mission is a good mission to keep replaying until this unlocks. You can access it by speaking with Abby in the Catacombs.
This is not tracked separately in the ‘Statistics’ menu, but counts towards your overall kills.
