Weapon upgrades can be bought with silver coins in the upgrade menu. Just buy 10 diffrent ones (can be for the same weapon) and you'll earn the achievement.

For this achievement, it is not required that you purchase the ‘Improve’ upgrade, just the initial one.
By far, the cheapest upgrades are for the Pistole and Maschinenpistole. There are five upgrades that would cost approximately 1100 coins total for each weapon. In comparison, the three other ballistic (gewehr) weapons have upgrades that cost roughly 450 coins each.
Note: If you followed the recommendation in Tacticool (10G), you should already have five upgrades purchased.
