This is story related and can't be missed. It occurs when you have completed the fourth main story assault, on Lab X.

This is story related and cannot be missed. After unlocking Plain sight (10G), work your way through Lab X until you are tasked with retrieving two Commander keys. After killing the Commanders and recovering the keys, you proceed to unlock the computer for Abby. A few Supersoldaten will appear so fight them until a passageway through a cave appears. Head through the cave, lift the door at the far end and you will enter a room with pillars. A long cutscene will play out at which point you will meet up with BJ.
