5 American tanks in your garage at one time is the requirement.
Tank type doesn't matter, however with your starting collection of 7 tanks, and only 3 more slots, you'll want to do some planning on what to sell.
I recommend getting all your starting tanks to Elite status by researching all their stuff, then selling one of them you disliked the most. You should now have enough room for your 5 American tanks! Just buy all the Tier 2 tanks and you're done!(not the Premium T2 Light unless you feel like burning gold!)
There is a daily limit of 5 tanks sales however, so be careful you don't sell and buy the wrong tanks or you'll be stuck having to wait a day or buy extra tank parking spots with gold.

I obtained this one an 2 other achievements on this an they still say done! Unlocking... How do I get them to unlock an actually give me the achievements an gamerscore? I've deleted the game an did a hard reset an says the sam

I got this with only 4 in my garage for some reason.

It's NOT a problem with the game usually, and it usually just takes some time to unlock. However, a few people have reported that repeating the action that triggers the achievement sometimes gets it to unlock. I really hate to tell you this, but it is unfortunately a common glitch on the Xbox One.
