How to unlock the The Muscle achievement in World of Tanks - Definitive Guide
Team Destruction matches are quite rare, but they do come around eventually. I have found them in Tier III, VII and VIII tanks myself and can also confirm that Platoons will definitely find Team Destruction matches.
A Team Destruction match is distinguished from a Standard battle, Assault and Encounter match by the fact that there are no flags, on either team. So the only way for the match to end is by everyone dying on one team, or the timer running out.
Apparently this has been patched around May 2017 to fit the achievement description correctly, so that you actually do need to be the highest damage dealer in the match, and you must survive and win the match also.
This can be very luck-based, but obviously playing in a tank you're familiar with and one that can dish out serious damage is beneficial. You may want to combine this with the crew rank achievements, but you can unlock this with a crew of any rank. Also if you see an enemy with low health, it's better to go for someone else, you need damage not kills.
An easy way to do this is with a good high tier tank, like a WT auf E 100, G.W. E 100 (or any good German Tier X), the Russian Obj. 268, IS-7, an American T110, or the British FV215b and FV4005 have the highest (non-arty) damage of any Tier X. By then you should have a high rank crew with some perks like Deadeye to help.
If you don't have a Tier X, or any great high tier tank that you love, then here are some of the best tanks through the tiers, those that will ensure high damage while also keeping you alive:
Tier I: British Med I, American T22 Proto, Jap R Otsu
Tier II: German Pz.Jag. I, French D1, British Med II
Tier III: Any German Pzs, Russian SU-76, Premium Locust
Tier IV: French B1, German Marder, DW2 and Hetzer, British Matilda, Russian T-50
Tier V: Russian KV-1S and KV-1, SU-85, American T1 Heavy, British Churchill
Tier VI: German Nashorn and VK.36.01 H, Russian KV 2 and KV-85, American M6
Tier VII: American T-29 and T25 AT, British Black Prince and Challenger, Any German
Tier VIII: German Rhm,-B. WT, Russian IS-3 and KV-4, American T28s, British AT15
Tier IX: Any German especially the WT, Russian Obj 704, British Tortoise and Conway, and the American T95, M103 and T30.
One strategy is to use a good high damage Arty, such as an S-51, M41, Grille or GW Panther etc, get a good angle on the map and stay back in a concealed location, this gives you a higher chance of survival, while also giving you good chance for high damage.
The same kind of principle can be applied with a good Tank Destroyer; get into a good position, stay hidden and unleash your firepower. With any luck you'll get a reasonably good team and some major damage, and since you won't be in the thick of the action, you have a higher chance of surviving.
You could however, just go in guns blazing, keep causing damage, but don't just go in recklessly, try to stay with cover, use your teammates and flank. Look for weak points and take the damage from your teammates.
This could also be boosted, with some patience, get a group of 6-8 together, wait for a Team Destruction match, everyone stay back and let the random players kill each other, then allow the one going for the achievement to kill everyone on the opposing team. But to be honest, this will most likely be attained while going for the rank 10 crew achievement.

I can confirm that you don't need to have the highest damage, but most likely DO need to win AND survive
