How to unlock the Veteran At the Helm achievement in World of Tanks - Definitive Guide
The rank of your crew is displayed in the garage. Press on a tank, and then select "crew". You will see on the top right corner of your screen the rank of your crew. For example, it will say 9/17. 17 is the maximum crew rank, for all nations. By the way, the rank itself serves no purpose, it is only decorative.
Crew rank will improve with the experience earned in battle, exactly like when you learn skills and perks. You don't have anything else to do, simple play the game with the same crew over and over. Transfering a crew on a new tank will not have any impact over their rank. Therefore, using a premium tank will accelerate the process. Of course this is 100% your call: you don't have to pay to get this achievement.
According to Wargaming numbers, you need approximately 2 millions XP to get to rank 8, which means that you will have your tier X long before you reach rank 8. When you have a crew with rank 8, play with the tank until you kill 3 opponents. You can transfer the crew to another tank if you think that it will improve your chances of killing those 3 enemies in a single battle. Also, you can play on a platoon and ask your friends to let you deliver the final blow to those enemies.

Oh, I thought that you had to kill 3 OTHER tanks who's crew were at least lvl 8

Where did you find these numbers from wargaming? I believe it's 2 million, I just can't them myself and would like to see the whole XP requirements from crews and skills. :)

With the most recent update, WoTs has changed
the entire crew system and how the Commander mechanics work in its entirety. To get an Elite Commander, instead of reaching rank 8, you will now have to unlock ALL nine skills on one Commander. Exp to level up is below.
1-to-2 = 39,000 XP
2-to-3 = 68,000 XP
3-to-4 = 112,000 XP
4-to-5 = 170,000 XP
5-to-6 = 255,000 XP
6-to-7 = 390,000 XP
7-to-8 = 650,000 XP
8-to-9 = 1,500.000 XP
Lastly, WoTs now allows you to put a Commander in any tank with no restriction to Tier or Nation. Transferring between tanks of the same nation does not seem to cost you any gold or silver. Transferring to a different nation seems to cost 60 gold.
Also, something to note, it seems as if tanks with no commander will still gather Commander XP. The first commander you put into the tank with the pooled Commander XP will be awarded the entire pool.
