How to unlock the First step achievement in World of Warships: Legends - Definitive Guide

Pretty simple. During the tutorial at level 7 (thanks for confirmation X ScorpionNL X) you will get access to commanders, a free commander from each nation, and some commander xp. Just find your favorite commander in the commander screen and click on the second diamond from the top to level them up!
