How to unlock the Living Legend achievement in World of Warships: Legends - Definitive Guide

You can unlock legendary rank one on a commander by using a personal commendation obtained when receiving a duplicate commander, or a universal commendation earned in campaigns (and sometimes missions). The commander does NOT need to be rank 16 to do so.

Leveling up the legendary rank is located under the main “branch” of skills.

Consumable materials for improving the commander are given for rare tasks or when opening a loot box with commanders (can be obtained in weekly tasks) when receiving a character that you already have. To upgrade a commander to the legendary rank, leveling is NOT REQUIRED. You can get the trophy at the first commander level.
