A premium tier 7 will work once all 4 equipment slots have equipment purchased and installed.
Legendary ships (like Yamato) from the beureau projects won't count.
If you don't want to fork out money, the Japanese destroyer lines have good tier 7s fully upgraded, and the Amagi is a decent battleship fully upgraded (so you may as well grind for a decent tier 7)
