The achievement is not completely described. According to wargaming (I was confirmed by a tick) it is not enough to do 4 kills in a game, you have to win the game at the end.

I have got it yesterday, and it unlock during game when I have got 4th kill. Either it was bug or WG fixed that unlock conditions are true to description

I got it in game right after the fourth kill too. Given the solution is over 2 years old it seems this condition is no longer needed.
