As far as I can tell, you will need a leveled up tier six nonpremium ship. That tier includes three mod slots and three upgrade slots, for a total of six. This will require significant xp and millions of credits to fill all the slots. Premium time and boosters, especially combined epic ones, can speed this up.

You might still be able to short-cut the grind a little with a new account. I can't confirm, but when I started there was campaign that significantly boosted both silver and XP every time you played a battle in a new tier of ship (up to tier six).
