Other than buying commander crates and the starting jack of all trades commanders of each nation, the easiest way to obtain them is to complete the weekly boost missions for a commander crate. It requires you to win a match and earn 7000 xp. The mission resets every Sunday.

You can also acquire the Japanese commander Kondo and German Lutjens via the Research Bureau. They are the first segment rewards on the Japanese and German ship projects.
