Load it up on Normal difficulty in Offline Mode, run inside of the terminal building, and then go to the store to purchase the defences.
The fastest order I've found to do this is to buy 2 sets of barbed wire and 2 machine guns for the immediate left and right side of the entrance you came in from. Then 2 mortars which are placed upstairs just outside on the rooftops, one for the left side and one for the right side. Quit out after placing all of these and load back in to do it over again.
(Do note that you must buy each item one at a time and go back to get another after placing the one you're currently holding).
