Take a silenced pistol into Episode 4: Tokyo - Setting Sun.
The starting area (before the bridge) has a tonne of zombies lying around. Move slowly to avoid waking them up, and move your reticle over the bodies - if the reticle turns red, pop them in the head with the silenced pistol (or other silenced weapon).

What mode I could not get this to work

@RedDoog888 I did all my Achievements in this game in Co-op Campaign>Offline or sometime Online (Private) with Mutators. I never had trouble with tracking this Achievement, but the game has been updated a LOT in the four years since I posted this solution. I don't know if it got broken.
I should clarify that the Achievement doesn't have to be done on the level I suggested; I just found that to be the most efficient way to farm it.

First off make sure you have a silenced weapon, preferably a primary, I found it easy on the 2nd mission on Tokyo called Final Call, so start that up and kill the zombies laying down in the beginning and do that for a minute to a minute and a half then back out and start the same mission up again. It does vary, for example 1 run I got a bull and a bunch of zombies standing, where the next run I got like 7 that were laying down in the first area. Do this and within a short amount of time the achievement is yours.

You need to kill "sleeping" zombies with one shot and not necessarily in the head. The main thing is that they die before they start to get up.
