IMPORTANT: The description of this Achievement is wrong: you don't get it for dispensing 10 Supply Bags; you get it for having your Supply Bags used by teammates, 10 times. Spamming Supply Bags in solo/offline mode will not work because bots do not use Supply Bags.

The Fixer class will dispense Supply Bags by default. In the second column of optional (white) perks, there are two perks that override the bags with Masking Grenades ("Night Owl" and "Side Effects"). If you purchase either of them, you will need to get your Supply Bags back by purchasing and equipping the third perk, "Stand by Me".

Take the Fixer class, equipped with Supply Bags (i.e. do not take any Masking Grenade perks), and go into an online game. When you get to a horde defense section, drop as many Supply Bags as you can, using Left Bumper, and ping them for your teammates by aiming at them and pressing up on the D-pad. Using this method, I got the Achievement almost instantly.

The fixer class equipment at level 1 is the explosive ammo pack necessary for this achievement. This is best done online since bots in offline won't pick up the ammo.

What I did to get this achievement quickly was dropping my bag as often as possible when we weren't being swarmed by pressing and then looking directly at it and pressing to ping it so my teammates were aware that it is there for them to pick up.

You can only carry one bag at a time, so make sure to pick up equipment refills whenever possible so that you can drop a lot more of them so you can get the achievement sooner!
