In training mode go to the very edge of the map and face the water, then just keep throwing petrol bombs into the water.
This is probally the quickest way as you can just keep hammering A and there is no time taken up waiting for the bomb to blow up.

It should be noted that this achievement is unlocked over time, and not just in one game or match. As long as the match finishes and the game saves, it should save your progress towards this achievement.
Napalm strikes count towards it, as do petrol bombs, I don't know about fire punches though.

There are two fire weapons in Worms 2: Armageddon; the Petrol Bomb and Napalm Strike. From the Main Menu, select Training -> Firing Range 3. Once the game has loaded, bring up the weapons panel with 
and select the Petrol Bomb or Napalm Strike with 
. Close the weapons panel and aim away from you. Press and the weapon will be deployed, repeat this 199 more times for the achievement.
