I got this achievement while doing a time trial with Mikko Hirvonen Ford Focus RS WRC 09 on the track JORDON -YAKRUT 1 . There is a very long straight about 30 -40 secs into the race which you should have no problem getting the the required speed

It's easy to complete on one of the last training tracks, where you have to go through a high-speed section.

Specifically on the mission that opens last. The piece in the middle of the track is just enough to gain speed for the trophy.
