Hot seat is a pass and play game mode, you can use one controller for this.
From the main menu select: Hot Seat - Single Stage - 2-4 Players - WRC (since they're the fastest cars) and choose whatever vehicles and tracks you are comfortable with. Springfield 2 is the shortest track though.
I highly suggest getting this whilst going for
The Poker of Aces achievement in WRC: FIA World Rally Championship worth 45 pointsIn Hot Seat mode, 4 human players have to complete a Special Stage in the first 4 positions.

This is wrong... doing a single STAGE will not give any achievement.
What you need to do is run a single RALLY. You can make it just 2 stages long.
After completing the 1st stage with both cars you will get this:
The The First Stage achievement in WRC: FIA World Rally Championship worth 18 pointsComplete a Special Stage in a Hot Seat - Single Rally match.
You will get 'The final stage' achievement after completing the 2nd stage with both cars.
What you need to do is run a single RALLY. You can make it just 2 stages long.
