For this achievement, you will have to have unlocked and bought the "Rocket" car (it's done fairly early) but then have fully upgraded the car to it's maximum.
You will also then have to tune the car and set the Gear Ratio all the way to the right at "Long" to attain that top speed.
When you've got this far load up a custom event on the "Motorcity Circuit" the normal way around (Not reverse). After the initial stretch and keeping as much speed into the first right-hand turn is where you'll be getting that max speed!
Keep going and don't even attempt to slow down for the turn, you'll probably crash into the wall and the end to get that 130Mph as I did! The achievement should pop straight away.

The first step is to upgrade the Rocket as much as possible. You need to be level 35 to unlock the best engine. Once that's done, fire up a custom event at Motorcity with 0 opponents. Turn ABS, traction control and stability control off and in the tuning department have suspension and gear ratio on 4, differential on 3 and brake balance on 2.
