After three difficult bosses, this one is very easy. If you found this boss difficult, I'm sorry, but you're bad at this game, mate.
Use the Empyrean Axe +7 and the lifesteal buff (Powerpyx Build).
Simply attack the boss non-stop with the lifesteal buff. Try to hit the boss from behind and backstab him to speed up the battle. That's it. Want me to tell you the boss moves? Liu Wenxiu is a Boss in Wuchang Fallen Feathers and is an Adept Swordsman wielding the Power of teleportation and lightning. South General Liu Wenxiu can be located at the steps in the Courtyard to the right from the door behind the Zhenwu Antechamber Shrine in Mt. Zhenwu.
I used a Dualblade Build which basically lets you Facetank all of his attacks, as long as you keep spamming the light attacks with
whenever you see he is doing a heavy attack or your Skyborn might is Full feel free do use your Weapons skill (Sudden Strike) with 
to deal even more damage and deflect even heavyer attacks.
I have prepared two Videos in the first one Im showing the Fight you can see with this Build he is very Easy. In the second Video Im covering my Build.
