I found that during Stone Colds 2K Showcase this lock up occurs a lot, what you need to do is lock up and immediately hit X which is the mkce diagonal left, you will push your opponent to the ropes, an X icon comes up BUT DO NOT HIT IT! Just let the rope break animation play out and the achievement pops.

I think the achievement must be bugged. I pushed my opponent into the ropes, the referee got us to break it up. I didn't press X so my character left him alone and walked away but I didn't get the achievement.
I also have no idea how to initiate the rope/turnbuckle lock up. Seems to be down to luck as immediately pressing X does not do it.

To add, just beat Jake Roberts, and the tutorial for lock up is at the beginning of the second match. Worked perfectly once locked up.

I just unlocked this by my opponent pushing me into the ropes. The X icon showed up, and I did not hit it. After the ref broke us up the achievement popped.

You can do this in any match, but during the MyCAREER tutorial is the best way to get it down. During the early tutorial section, you'll learn how to do chain wrestling and repeat it over and over so you don't have to worry about restarting matches constantly. Once you grapple, press until you push your opponent against the ropes, a prompt will appear but DO NOT PRESS IT, the ref will do a clean break.
This may take a few attempts as you have to "win" chain wrestling for your move to happen, but keep at it!
